Please define the difference between a billable and non-billable hour. The PLB reimburses for services provided through a purchase of service (POS) contract. A billable unit is one hour of face to face service/support directly related to the consumer's outcomes as documented in the Individual Support Plan as it relates to the PLB funded project. A non-billable unit or time may include, but is not limited to time that is not direct face to face time such as staff drive time, time to complete paperwork, attending meetings, training, etc. These costs are included in the agency's unit rate and are not to be billed separately.

I'm trying to gain a sense of the amount of documentation to be reviewed. Can you provide any insight into the number of Progress Notes per ISP? There are 25 ISPs. Each ISP is approximately 3 pages. There is an average of 4 - 5 pages of progress notes per ISP.

Will the ISP's and corresponding Progress Notes be sent as a hard copy or electronically to the person awarded this RFP? The ISPs and Progress Notes can be provided in either format to the person awarded the RFP.
