| In response to the question asked on April 23, 2018 regarding the outgoing wires, can you confirm these are wires and not ACH transactions? If they are wires, are they repetitive wires? There is a difference in price for wires and ACH transactions. | They are ACH transactions.

| Would you please disclose the number of monthly incoming & outgoing wires? | In Main Operating Account, incoming wires is typically 2, while outgoing wires average 20. For SB-3 Account, incoming wires are 0, while outgoing is 1.

-Are you utilizing Positive Pay? | We typically will not provide a statement. The average ledger balance is $200,000. We do not utilize remote deposit capture or mobile deposits. We have not issued any stop payments but would need that flexibility if required. We do not deposit currency. We do not utilize current day or prior day reporting. ACH files are typically transmitted twice per month. There are other electronic debits in and out of account for payroll and benefits. We do not currently have ACH filter or positive pay as other controls are in place at origination of ACH. We may in the future add positive pay.

| What is the purpose of the ACH transactions originated? | PLB is a funder for agencies that provide services. ACH is the primary mode of payment to agencies and represents 90% of our expenditures.
