Who We Are


The PLB was established in 1979 when St. Louis County voters passed a property tax levy to develop services and supports for residents with developmental disabilities. The present tax is set at 8.5¢ per $100 assessed value and generates approximately $16 million annually. In fiscal year 2005 (July 1, 2004 - June 30, 2005), the Board has contracted with 46 different agencies that will provide services to more than 4,300 individuals with developmental disabilities.

Our Mission

To provide, within available funds, a planned program of Residential and Vocational services for St. Louis County citizens with developmental disabilities, which
  • promotes community participation and positive community relations
  • does not duplicate the mandates of other public agencies.
  • and complies with the mandates for assistance to persons with developmental disabilities as set forth in Sections 205.968 through 205.972 RSMo.

Proposed Metro Service Reductions

In conjunction with the Employment Training Collaborative, Vocational Rehabilitation, DDRB, JCDDRB and PLB a special training on supporting with persons with autism in the employment environment is being offered in two locations in October.

Supervision and Leadership Training - FULL
DUE TO POPULAR DEMAND, THIS SESSION IS FULL! IF THERE IS STILL INTEREST, A SECOND SESSION WILL BE OFFERED. A two part series, Supervision and Leadership Training, sponsored by the PLB, focuses on developing the skills of the new supervisor and enhancing the skills of the experienced leader. This workshop will help you identify your skills and leadership assets of the employees in your organization.
